FollowingareviewoftheMSGI,theGPPwillbeenhancedandextendedtofurtherpromoteenvironmentalsustainabilitywithintheport.TheenhancementstotheGPPareasfollows: (i)25%portduesreductionwillapplytoocean-goingvesselsthat:a.UseLNGasamarinefuelinthePortofSingapore;orb.ExceedcurrentIMO’sEnergyEfficiencyDesignIndex(“EEDI”)requirements(newitem) (ii)25%portduesreductionwillnolongerapplytoocean-goingvesselsthat:a.Usecleanfuelswithasulphurcontentof≤0.50%m/m;orb.Useapprovedabatement/scrubbertechnologybywhichequivalentlevelsofsulphuroxideareachieved. TheenhancementstoGPPwillcomeintoeffecton1Jan2020,andtheGPPwillbeextendedtill31Dec2024. ToparticipateintheGPP,shipowners/charterersshouldensurethattheirvesselsarepre-registeredundertheGPP(viatheMarinet)priortocallingthePortofSingapore.Astep-by-stepguideforregisteringofvesselsundertheGPPcanbefoundinAnnexIofthiscircular. ForeveryarrivalcalltothePortofSingapore,thevesselshalldeclareinthePre-ArrivalNotificationform(“PAN”)whethershewillbeparticipatingintheGPP.AcopyoftherevisedversionofthePANisgiveninAnnexII.UserscanalsodownloadthelatestversionofPANfromhttp://www.mpa.gov.sg/assets/app/ePANS/epan.html FollowingtheexpiryoftheexistingqualifyingcriteriaofGPPon31Dec2019,allexistingocean-goingvesselsregisteredundertheGPPwillberemoved.Shipowners/chartererswhowishtohavetheirvesselslistedundertheGPPagainwouldhavetoregisterunderMarinet. Forshipowners/charterersthatwishtooptoutoftheGPPcandosoviaMarinet. ParticipantsintheGPPshouldnotethefollowingtermsandconditions: (i)TheGPPisonlyvalidforocean-goingvessels.ThisportduesreductionisnotapplicabletoMPAlicensedharbourorpleasurecraft. (ii)Toqualifyforthe25%reductioninportdues(throughoutentireportstayof5daysorless),thefollowingmustbeadheredto:a)VesselsexceedingcurrentIMOEnergyEfficiencyDesignIndex(“IMOEEDI”)requirements.SupportingdocumentsdemonstratingthatthevesselexceedscurrentIMOEEDIrequirementsshouldbekeptforaperiodofatleastoneyearfromthedateofdeclarationandmadeavailabletoMPAuponrequest.b)VesselsusingLNGshouldinitiatetheswitchtoLNGforthemainengineandauxiliaryenginebeforeenteringSingaporePortLimits.TheuseofLNGshouldbemaintainedthroughouttheportstaytoqualifyfortheconcession.TheswitchoverfromLNGshouldonlybeinitiatedafterleavingSingaporePortLimits.VesselsshouldmaintaintheinformationlistedinAnnexIIIforatleastoneyearfromthedateofdeclaration.Copiesofsupportingdocumentssuchasthedailyconsumptionrecord,relevantbunkerdeliverynote(s),andenginerecordsshallbemadeavailabletoMPAuponrequest. (iii)Vesselsunderthecurrentannualportduesschememayparticipateandenjoytheportduesreductionof25%forentireportstayof5daysorless.Vesselsmustadheretowhatislaidoutinpara8(ii)a)andb)above.Intheeventofnon-complianceforanycall,theentirereductioninannualportdueswillbewithdrawnandtheowner/agentwillberequiredtorefundthereduction.
