Adoptingresponsiblemaritimepractices Asoneoftheworld'sforemostmaritimenations,Singaporeworkscloselywithvariouspartnerstolimittheimpactofportandshippingactivitiesonourenvironment.Since1993,SingaporehasbeenamemberoftheInternationalMaritimeOrganization(IMO)Council,workingtowardsthegoalofsafe,secureandefficientshippingoncleanoceans.WearealsoaPartytoallannexesoftheInternationalConventionforthePreventionofPollutionfromShips(MARPOL). Besidesmanagingemissionsandpollutionfromshipsaspartofourusualpractice,wealsopaycloseattentiontothepotentialenvironmentalimpactofourportdevelopmentprojects,andconductcomprehensiveenvironmentalimpactassessments(EIA)beforestartinganysuchprojects.Throughtheseefforts,oneofourearlysuccesseswasthetransplantingofaffectedcoralsbeforeworksstartedonthePasirPanjangTerminals.Thecoralsarenowthrivingonnearbyartificialreefs.WearealsoadoptingthesameprocessesforourportreclamationworksatTuas. Investinginacleanerfuture In2011,theMaritimeandPortAuthorityofSingapore(MPA)becametheworld'sfirstmaritimeadministrationtolaunchacomprehensivepro-environmentinitiative,knownastheMaritimeSingaporeGreenInitiative(MSGI).UptoS$100millionhasbeensetasidetopromotecleanandgreenshippinginSingapore. In2019,theMSGIwasfurtherextendedtill31December2024andenhancedtofocusondecarbonisationofshipping.Itisacomprehensiveinitiativecomprisingfourprogrammes:GreenShipProgramme,GreenPortProgramme,GreenEnergyandTechnologyProgrammeandGreenAwarenessProgramme. Ourgreenprogrammes TheMSGIconsistsoffourmainprogrammes: GreenShipProgramme ThisprogrammeencouragesSingapore-flaggedshipstoreducecarbondioxide(CO2)andsulphuroxides(SOx)emissions.Tiersofdiscountsareavailable,uptoasignificant75%reductionininitialregistrationfeesand50%rebateonannualtonnagetax. GreenPortProgramme Incentivesareofferedtoocean-goingshipsthatminimisetheiremissionofpollutantswhentheycallatthePortofSingapore.Thosewhichusetype-approvedabatement/scrubbertechnologyorburncleanfuelsareeligibleforvariousreductionsinportdues. GreenEnergyandTechnologyProgramme ThisprogrammeaimstoencourageSingapore-basedmaritimecompaniestodevelop/conductpilottrialsforgreentechnologiesthatcanhelpvesselsmeettheInternationalMaritimeOrganization's2030target.OceangoingvesselsregisteredundertheSRSandharbourcraftslicensedtooperatewithinthePortofSingaporearealsoeligibletoapply. GreenAwarenessProgramme Thisprogrammefocusesoncreatingawarenessonpossibleavenuestowardssustainableshipping.OtherthantheMaritimeSingaporeGreenPledgeandregularsustainabilityworkshopsandforums,MPAwillalsorecognisemaritimecompaniesthatareattheforefrontofsustainabilityefforts. Takingitfurther Whileshippingisthemostenergy-efficientmodeofcargotransportationandcurrentlyaccountsforonlyaround3%ofglobalCO2emissions,wefeelthatmorecanbedonetoreduceitsenvironmentalfootprint.Onewayforwardforusistohelptheinternationalshippingcommunitymaketheswitchtocleaneralternativefuelssuchasliquefiednaturalgas(LNG). Tothisend,SingaporeisworkingtowardsbolsteringourLNGbunkeringcapabilities.SingaporeLNGCorporationPteLtd(SLNG)andMPAjointlylaunchedthenation'sfirstLNGTruckLoadingFacilityinApr2017.Thesingle-bayfacilityisanimportantfirststeptowardsdevelopingtheLNGtruckingbusinessinSingapore,whichalsohelpstofacilitatetruck-to-shipLNGbunkering.ThefacilityallowssmallquantitiesofLNGtobetransportedoverlandtojustaboutanylocationwhereitmaybeneeded.MPAwillcontinuetoworkwithourstakeholderstoputinplaceaframeworktoprovidesafe,efficientandreliableLNGbunkeringinthePortofSingapore. AJointIndustryProject(JIP),incollaborationwithDetNorskeVeritas(DNV)CleanTechnologyCentreand21industrypartners,hasbeenpreparingtheLNGroadmap.MPAwillalsobelaunchingapilotprogrammetoestablishoperationprotocolsforLNGbunkering.WeexpecttostartourLNGbunkeringoperationsby2020. Afirmcommitment Webelieveintakingaproactiveapproachinprotectingourenvironment.Asaresponsiblememberoftheinternationalmarinesector,wewillcontinuetocontributetowardssustainablemaritimegrowth.
