　　Today,wearemeetingheretosolemnlycommemoratethe40thanniversaryoftheissuanceoftheMessagetoCompatriotsinTaiwanbytheStandingCommitteeoftheNationalPeople’sCongress.Asanewyearbegins,onbehalfofthepeopleonthemainland,IextendsinceregreetingsandbestwishestoourcompatriotsinTaiwan. 　　Ithasbeen70yearssinceTaiwanandthemainlandwereseparated.TheemergenceandevolutionoftheTaiwanquestionhas,sinceChinaenteredthemoderntimes,beeninextricablyinterwovenwiththehistoryoftheChinesenation.TheOpiumWarof1840andensuingwarsofaggressionlaunchedbyWesternpowersplungedChinainananguishedstateofturmoilandforeignthreat,withitslandstornapart,andTaiwanfellunderforeignoccupationthatwastolasthalfacentury.Waveuponwave,theChinesepeoplewereengagedinanepicstruggletoresistforeigninvasion,liberatetheChinesenation,andrealizethecountry’sreunification.OurcompatriotsinTaiwanmadeahugecontributiontothisstruggle.In1945,togetherwithpeoplesaroundtheworld,theChinesepeoplewonvictoryintheWarofResistanceagainstJapaneseAggression,apartoftheglobalWaragainstFascism.TaiwanwasthusrecoveredandreturnedtoChina.Itwasnotlong,however,beforethetwosidesoftheTaiwanStraitsfellintoaspecialstateofprotractedpoliticalconfrontationduetothecivilwarinChinaandtheinterferenceofforeignforces. 　　Since1949,theCommunistPartyofChina,theChinesegovernment,andtheChinesepeoplehaveendeavoredtopursuethehistoricmissionofresolvingtheTaiwanquestionandrealizingChina’scompletereunification.WorkingwithourcompatriotsinTaiwan,wehavede-escalatedtenseconfrontationacrosstheTaiwanStraits,improvedcross-Straitsrelations,andsetoutonapathofpeacefuldevelopmentandcontinuallymadebreakthroughsincross-Straitsrelations. 　　Overthepast70years,wehave,respondingtothelongingofpeopleonbothsidesoftheTaiwanStraits,endedtheabsenceofcontactbetweenthetwosides.Wehaveachievedoveralldirecttwo-way“threelinks”(mail,businessandtransport)andhaveinitiatedsubstantialexchanges,communication,andcooperationbetweenthetwosides.Cross-Straitsexchangesandcooperationhavesteadilyexpandedandgrownincreasinglycloser,andmutualaffinityhasdeepened.OurcompatriotsinTaiwanhavemadeamajorcontributiontothemainland’sreformandopeningupandtheyinturnhavealsosharedthemainland’sdevelopmentopportunities. 　　Overthepast70years,wehave,actinginaspiritofseekingcommongroundwhilesettingasidedifferencesandonthebasisoftheone-Chinaprinciple,enabledthetwosidestoreachthe“1992Consensus”that“bothsidesoftheTaiwanStraitsbelongtooneChinaandwillworktogethertowardnationalreunification.”Thetwosideshavethusinitiatedconsultationsandnegotiationandpromotedcross-Straitsparty-to-partyexchanges.Wehaveopenedupapathforpromotingthepeacefuldevelopmentofcross-Straitsrelationsandrealizedahistoricmeetingbetweenleadersofbothsides,thuselevatingcross-Straitspoliticalinteractionstoanewheight. 　　Overthepast70years,wehave,keepinginmindthechangesovertimeinthegrowthofcross-Straitsrelations,proposedthepolicyofseekingapeacefulsolutiontotheTaiwanquestionandthewell-conceivedconceptof“onecountry,twosystems”,andestablishedthefundamentalguidelineof“peacefulreunificationandonecountry,twosystems”.Onthisbasis,wehaveformulatedafundamentalstrategyofupholdingtheprincipleof“onecountry,twosystems”andpromotingnatinalreunification.Withthiswehaverespondedtothecallofourtime,namely,topromote,inthenewera,thepeacefuldevelopmentofcross-StraitsrelationsanduniteourcompatriotsinTaiwantostriveforourcountry’srejuvenationandpeacefulreunification. 　　Overthepast70years,wehave,holdinghighthebannerofpeace,development,cooperation,andmutualbenefit,andonthebasisoftheFivePrinciplesofPeacefulCoexistence,forgedfriendshipandstrengthenedcooperationwithothercountriesandconsolidatedtheinternationalcommunity’scommitmenttotheone-Chinaprinciple.MoreandmorecountriesandpeoplehavegainedabetterunderstandingofNationalreunificationendeavorandgiventheirsupporttoit. 　　Overthepast70years,wehave,bearinginmindtheoverallandlong-terminterestsoftheChinesenation,stoodfirminsafeguardingChina’ssovereigntyandterritorialintegrity.RallyingalltheChinesepeoplearoundus,wehaveresolutelydefeatedallattemptstocreate“twoChinas,”“oneChina,oneTaiwan,”or“Taiwanindependence,”andhaveachievedmajorvictoriesinthefightagainsttheseparatistactivitiesfor“Taiwanindependence”. 　　Astheevolutionofcross-Straitsrelationsattests,thehistoricalandlegalfactthatTaiwanispartofChinaandthetwosidesbelongtooneandsameChinacanneverbechangedbyanyforceoranyone.WepeopleonbothsidesoftheTaiwanStraitsareChineseandshareanaturalaffinityandnationalidentitybuiltofkinshipandmutualassistance,afactthatcanneverbealteredbyanyforceoranyone.Thetideofourtimes—thecross-Straitssituationmovingtowardpeaceandstabilityandcross-Straitsrelationscontinuingtomoveforward—isatidethatcannotbestoppedbyanyforceoranyone.ThehistoricaltrendtowardastrongerChina,nationalrejuvenation,andreunificationcannotbestoppedbyanyforceoranyone! 　　Comrades,mycompatriots,andfriends, 　　Byreviewingthepast,wecandrawinspirationforboththepresentandthefuture.Ourcountrymustbereunified,andwillsurelybereunified.Thisisahistoricalconclusiondrawnfromtheevolutionofcross-Straitsrelationsoverthepastsevendecades;itisalsocriticaltotherejuvenationoftheChinesenationinthenewera.WeChineseonbothsidesoftheStraits,allofusChineseathomeandabroad,shouldjointlyupholdthenationalinterest,followthehistoricaltrend,andworktogetherforthepeacefuldevelopmentofcross-StraitsrelationsandChina’speacefulreunification. 　　First,weshouldworktogethertopromoteChina’srejuvenationandachieveitspeacefulreunification. 　　TherejuvenationoftheChinesenationandreunificationofourcountryareasurgingpopulartrend.Itiswherethegreaternationalinterestlies,anditiswhatthepeopledesire.Wefaceeachotherjustacrossastripofwater,yetourtwosidesarestillfarapart.Thefactthatuntilnow,wehavenotyetbeenreunifiedisawoundleftbyhistoryontheChinesenation.WeChineseonbothsidesshouldworktogethertoachievereunificationandhealthiswound.AllourcompatriotsinTaiwanaremembersoftheChinesenationandshouldbeproudoftheirChineseidentity,fullyconsiderthepositionandroleofTaiwaninnationalrejuvenationandpursueboththecompletereunificationandrejuvenationofChinaasanhonorablecause. 　　ThefutureofTaiwanliesinnationalreunificationandthewellbeingofthepeopleinTaiwanhingesontherejuvenationoftheChinesenation.Thepeacefuldevelopmentofcross-Straitsrelationsistherightpathforsafeguardingpeace,promotingcommondevelopmentandbenefitingpeopleonbothsides.Thus,thepeacefuldevelopmentofcross-Straitsrelationsissomethingpeopleonbothsidesshouldjointlypromote,safeguard,andenjoy.TheChineseDreamisadreamsharedbypeopleonbothsidesoftheTaiwanStraits;onlyChina’srejuvenationandprosperitycandeliverlivesofplentyandhappinesstousChineseonbothsides.AstheChinesenationmovestowardrejuvenation,ourcompatriotsinTaiwanwillcertainlynotmissout.WepeopleonbothsidesshouldjoinhandstofulfilltheChineseDream,shouldertheresponsibilityandsharethegloryofnationalrejuvenation.TheTaiwanquestionoriginatedinaweakandravagedChina,anditwilldefinitelyendwithChina’srejuvenation! 　　Second,weshouldexplorea“twosystems”solutiontotheTaiwanquestionandenrichpracticaleffortstowardpeacefulreunification. 　　Theconceptof“peacefulreunificationandonecountry,twosystems”isthebestapproachtorealizingnationalreunification.ItembodiestheChinesewisdomthatwethrivebyembracingeachother,givesfullaccounttoTaiwan’srealityandisconducivetothelong-termstabilityinTaiwanafterreunification. 　　Differenceinsystemsisnotanobstacletoreunification;itiscertainlynoexcuseforseparation.Theprincipleof“onecountry,twosystems”wasproposedpreciselytoaccommodateTaiwan’sactualconditionsandtosafeguardtheinterestsandwellbeingofourcompatriotsinTaiwan.IntermsofhowtheprincipleshouldbecarriedoutinTaiwan,wewillfullyconsiderTaiwan’sreality,givefullconsiderationtotheviewsandproposalsfromallwalksoflifeonbothsidesandfullyaccommodatetheinterestsandsentimentsofourcompatriotsinTaiwan.ProvidedthatChina’ssovereignty,security,anddevelopmentinterestsareensured,afterpeacefulreunification,Taiwan’ssocialsystemanditswayoflifewillbefullyrespected,andtheprivateproperty,religiousbeliefs,andlawfulrightsandinterestsofourcompatriotsinTaiwanwillbefullyprotected. 　　WepeopleonbothsidesoftheTaiwanStraitsareofonefamily;issuesbetweenourtwosidesaredomesticaffairs,which,assuch,shouldnaturallybediscussedandresolvedbyfamilymembers.Peacefulreunificationmeansachievingitthroughconsultationanddiscussionasequals.Thelong-standingpoliticaldifferencesbetweenthetwosidesaretherootcausethataffectsthesteadygrowthofcross-Straitsrelations,butweshouldnotallowthisproblemtobepasseddownfromonegenerationtothenext.Webothsidesmustliveuptoourresponsibilitytoournationandtofuturegenerations;weshouldputourheadstogether,showcreativity,andreducedifferenceandseekcommonground.Doingsowillenableustoresolvethepoliticalantagonismatanearlydate,ensurelastingpeaceacrosstheTaiwanStraits,andagreeonavisionfornationalreunification,sothatourfuturegenerationscanliveandgrowupinasharedhomewithpeace,stability,prosperity,anddignity. 　　Onthebasisofadheringtotheone-Chinaprinciple,therewillbenoobstaclesinexchangesbetweenpoliticalpartiesandgroupsinTaiwanandthemainland.Onlywhendialoguereplacesconfrontation,cooperationreplacesdisputes,andwin-winmindsetreplaceszero-summentality,willcross-Straitsrelationsmovesteadilyandprogressfar.Wearewillingtoengageinbroadexchangesofviewswithallparties,groups,orindividualsinTaiwanregardingpoliticalissuesbetweenthetwosidesandthepromotionofChina’speacefulreunification,inordertoforgesocialconsensusandadvancepoliticalnegotiation. 　　Herewewishtomakeasolemnproposal:onthecommonpoliticalfoundationofadheringtothe“1992Consensus”andopposing“Taiwanindependence,”allpoliticalpartiesandallsectorsofsocietyonbothsidesrecommendrepresentativeswhowillengageinextensiveandin-depthdemocraticconsultationsoncross-Straitsrelationsandthefutureofthenationandworktowardinstitutionalarrangementsforpromotingthepeacefuldevelopmentofcross-Straitsrelations. 　　Third,weshouldadheretotheone-Chinaprincipleandensuretheprospectsforpeacefulreunification. 　　Althoughourtwosideshaveyettobereunified,thesovereigntyandterritoryofChinahasneverbeenseveredandthefactthatthemainlandandTaiwanbelongtooneandsameChinahasneverchanged.Theone-Chinaprincipleisthepoliticalfoundationofcross-Straitsrelations.Whenweadheretothisprinciple,cross-StraitsrelationswillimproveandgrowandourcompatriotsinTaiwanwillbenefit.However,ifwedeviatefromit,cross-Straitsrelationswillbecomestrainedandvolatile,andtheinterestsofourcompatriotsinTaiwanwillbeharmed. 　　China’sreunificationisahistoricaltrendandtherightpath,while“Taiwanindependence”goesagainstthetideofhistory,anditisapathtonowhere.OurcompatriotsinTaiwanhaveagloriouspatriotictraditionandshareaclosekinshipwithus.WeremaincommittedtotheprincipleofplacingourhopesonthepeopleofTaiwan.Wewillcontinue,asever,torespect,careabout,workwith,andrelyonthem,andwewilldoourutmosttohelpthemovercomedifficultiesandmeettheirneeds.OurcompatriotsinTaiwan,regardlessofpoliticalaffiliation,religiousbelief,socialstatus,ororiginofbirth,whethercivilianormilitary:Youmustseethat“Taiwanindependence”willonlybringdisaster.Youshouldresolutelyoppose“Taiwanindependence”andjoinhandswithustopursuethebrightprospectsofpeacefulreunification.Wearewillingtocreatevastspaceforpeacefulreunification;butwewilldefinitelynotleaveanyroomforseparatistactivitiesaimedat“Taiwanindependence”inanyform. 　　WeChineseshouldnotfighteachother.Wewillworkwiththegreatestsincerityandexertutmosteffortstoachievepeacefulreunification,becausethisworksbestforthepeopleonbothsidesandforourwholenation.Wedonotrenouncetheuseofforceandreservetheoptionoftakingallnecessarymeasures.Thisistoguardagainstexternalinterferenceandatinynumberofseparatistsandtheirseparatistactivitiesfor“Taiwanindependence”.ItdoesinnowaytargetourcompatriotsinTaiwan.Wepeopleonbothsidesshouldworktogethertopursuepeace,protectpeace,andenjoypeace. 　　Fourth,weshoulddeepenintegrateddevelopmentofthetwosidesandcementthefoundationforpeacefulreunification. 　　PeopleonbothsidesoftheTaiwanStraitssharethebondsofkinship.Justaslovedoneswisheachotherwell,weChineseshouldhelpeachother.WetreatourcompatriotsinTaiwanasequals,andwillcontinuepavingthewayforthemtosharefirstthemainland’sdevelopmentopportunitiesandensurethatourcompatriotsandenterprisesfromTaiwanreceivethesametreatmentasthosefromthemainland,thusgivingthemagreatersenseoffulfillment.Afterthepeacefulreunification,Taiwanwillenjoylastingpeaceandthepeopletherewillliveinpeaceandcontentment.Backedbyastrongmotherland,ourcompatriotsinTaiwanwillenjoybetterlife,havemoreopportunitiesfordevelopment,andtheywillhavestrongerconfidence,greatersenseofsecurityanddignityintheinternationalcommunity. 　　Weshouldtakeactivestepstoinstitutionalizecross-Straitseconomiccooperationandcreateacommonmarketforthetwosides,soastoincreasemomentumfordevelopmentandvitalityofcooperationandstrengthentheeconomyoftheChinesenation.Weonthetwosidesshouldpromoteconnectivitywherevernecessary,includingtradeandeconomiccooperation,infrastructurebuilding,energyandresourcesdevelopment,andsharingindustrialstandards.Wecanstartbysuppliesofwater,electricity,gas,andconstructionofsea-crossingbridgesfromcoastalareasinFujianprovincetoKinmenandMazuinTaiwan.Weshouldpromotecooperationinculture,education,andhealthcare,andthesharingofsocialsecurityandpublicresources,andweshouldsupportneighboringareasorareaswithsimilarconditionsonthetwosidesinprovidingequal,universal,andaccessiblebasicpublicservices. 　　Fifth,weshouldforgecloserbondsofheartandmindbetweenpeopleonbothsidesandstrengthenourjointcommitmenttopeacefulreunification. 　　Thesoulofanationismoldedandcastbyitsculture.WeonthemainlandandinTaiwansharethesameroots,culture,andethnicidentity;itisChineseculturethathasinstilledvitalityinusandgivenusasenseofbelonging.Thekeytokinshipliesinmutualunderstanding.Nomattertheextentofinterferenceandobstructionswemayencounter,exchangesandcooperationbetweenourpeopleonbothsidesmustneverbediminished,suspended,orstopped. 　　WepeopleonbothsidesshouldtogetherpassonthefinetraditionalChinesecultureandpromoteitsevolutionandgrowthinnewandcreativeways.Weshouldengageinexchangesandmutuallearning,promotedialogueandinclusiveness,enhanceempathy,deepenmutualunderstanding,strengthenmutualtrust,andincreaseoursharedsenseofidentity.Weshouldmaintainourbondsofkinshipandsharedvalues,adheretotherightapproachtoourhistory,ournation,andourcountryinraisingawarenessofyoungergenerations,andkeepalivethegreatspiritofournation.Betweenlovedones,thereisnoknotofperceptionthatcannotbeuntied.Withperseverance,wearesuretoforgecloserbondsofheartandmindbetweenpeopleonbothsides. 　　SupportingandpursuingreunificationisarighteouscauseoftheChinesenation,andthiscommitmentshouldberecognizedbyallofusChinese.Ourgreatcountrywillalwaysstandfirmbehindpatriotsworkingforreunification.ItisoursincerehopethatallourcompatriotsinTaiwanwilltreasurepeaceastheydothegiftofsight,pursuereunificationwiththesamezealwithwhichtheypursueabetterlife,andplayanactivepartinadvancingthejustcauseofChina’speacefulreunification. 　　Theyoungarethehopeofthecountryandthefutureofthenation.Youngpeopleonbothsidesshouldshoulderresponsibility,forgesolidarityandfriendship,andworktogetherforabetterfuture.YoungpeoplefromTaiwanarewelcometopursueandfulfilltheirdreamsonthemainland.WeChineseonbothsidesmustbeunitedandworktogethertoseekhappinessforourselvesandcreateabrightfutureforournation. 　　Comrades,mycompatriots,andfriends, 　　Overtheyears,ourcompatriotsinHongKong,Macao,andoverseashaveshownunderstandingforandsupportedthegreatcauseofreunification,andhavemadeapositivecontributiontothiscause.Ihopethattheywillremaincommittedandfurthercontributetothepeacefuldevelopmentofcross-StraitsrelationsandChina’speacefulreunification. 　　Comrades,mycompatriots,andfriends, 　　ThereisonlyoneChinaintheworld.Theone-Chinaprincipleisagenerallyrecognizednormininternationalrelations,anditrepresentsageneralconsensusoftheinternationalcommunity.TheinternationalcommunityhasextendedunderstandingandsupportfortheChinesepeople’sjustcauseofopposing“Taiwanindependence”separatistactivitiesandstrivingfornationalreunification;theChinesegovernmentexpressesitsappreciationandgratitudeforsuchunderstandingandsupport.TheaffairsofusChinesemustbedecidedbyourselves.TheTaiwanquestionisaninternalaffairthatinvolvesChina’scoreinterestsandtheChinesepeople’snationalsentiments,andnoexternalinterferenceinthisissuewillbetolerated. 　　China’sreunificationwillnotharmanyothercountry’slegitimateinterests,includingitseconomicinterestsinTaiwan.Onthecontrary,itwillbringtheworldmoreopportunitiesfordevelopment,createmorepositivemomentumfortheprosperityandstabilityoftheAsiaPacificandtherestoftheworld.Indeed,itwillmakegreatercontributiontobuildingacommunitywithasharedfutureformankind,tothecauseofglobalpeaceanddevelopment,andtothecauseofhumanprogress. 　　Comrades,mycompatriots,andfriends,
