Youarehere:Home/Articles/GREENPORTS:GOINGBEYONDRENEWABLEENERGYGENERATION GREENPORTS:GOINGBEYONDRENEWABLEENERGYGENERATION MaritimeIndiaSummit(MIS)2016whichisanendeavouroftheGovernmentofIndiatopromotegrowthofthemaritimesectorinthecountrywasheldinMumbaifrom14-16April2016.Variousinitiativessuchasportmodernization,newportdevelopment,inlandwaterways,hinterlandconnectivity&multimodallogistics,international&coastalshipping,shipbuilding,shiprepair&shiprecycling,portledindustrialisation,cruiseshipping&lighthousetourismandgreeninitiativesinportsarebeingshowcasedtoattractinvestorsandtoexplorethepotentialbusinessopportunitiesinthemaritimesector. Whilepromotingthemaritimesector,theministryofshippingalsolaunched‘ProjectGreenPorts’inJanuary2016andintegratedtwelve‘GreenPortsInitiatives’withtheexisting‘SwachhBharatAbhiyaan’.TheGreenPortInitiativesincludeaspectssuchaspreparationandplanningformonitoringenvironmentalpollution,acquiringpollutionmonitoringequipment,acquiringdustsuppressionsystem,settingupofsewage/wastewatertreatmentplants/garbagedisposalplant,settingupprojectsforenergygenerationfromrenewableenergysources,completionofshortfallsofOilSpillResponse(OSR)facilities(Tier-1),prohibitionofdisposalofalmostallkindofgarbageatseaandimprovingthequalityofharbourwastes. Asapartoftheabovedrive,greeninitiativesinportsarealsobeingencouragedasasunrisesegmentinMIS2016inordertoensureenvironmentallybenignoperationsandsustainabledevelopmentofports.135MWofsolarpowerprojectsacrosseightmajorportsand50MWofwindenergyprojectsacrossthreemajorportsareplannedtobeinstalledby2020.Theshippingministryhasalsointroducedanincentiveschemetopromotetheuseofgreenenergyatmajorportsandwillshareupto50%ofthetotalcostforwastewatertreatmentprojectsandtopromotetheuseofbio-diesel.Asapartoftheseincentives,eachportwillbegivenafinancialgrantuptoRs25crore(US$4Million)forundertakingtheseprojects.Certainmeasuresformonitoringpollutionofmarineenvironmentandissueofanti-foulingcertificatetoIndianshipsabove400GrossTons(GT)hasalsobeenproposed.Whileitisagoodstart,greenportinitiativesneedstomovebeyondthephysicalgenerationofREinportpremisesandtheprinciplesofenvironmentalsustainabilityhavetobeenshrinedintheplanning,developmentandoperationofports. Greenportshaveasmallecologicalfootprint.Suchportsaresustainableandbalancetheeconomic,environmentalandsocialdimensionsofdevelopment.Thedesignandconstructionoftheseportspromotelowenergyoperations,maximizeresourceefficiency,increaseproductivityandactivitiesundertakenattheseportshaveminimalenvironmentalimpact.Greenportsextendtheaboveconceptstoallportusersincludingmaritimetransportandmultimodaltransportationwhichareusedforhinterlandconnectivity.Theseportsareakeycomponentof‘BlueEconomy’andarecommerciallyattractiveforshippingduetotheenvironmentalbenefitstheycreate,balancingtheinvestmentsandcashflows.Greenportspayemphasisonspatialplanningincludingitssurroundingareas,arehighlynetworkedanduseintegratedinformationanddecisionsupportsystemsforplanningandexecutionofthelogisticschain.Theseportsmaintainstringentenvironmentalstandardsforlimitingwater,landandairpollutionandareadaptiveastheyincludeclimatechangemitigationandadaptationstrategies. Activitiesundertakenatgreenportscanbedividedintotwocategories:thoseundertakenbyshipsberthingintheportsandthoseundertakenbyportadministrationforprovidingportservices.Bothofthesearedrivenbygreenpoliciesandincentivesandgreentechnologiesbecomeenablersforgreenports.Majoractorsingreenportsincludeshipowners,shipoperators,marinefuelsuppliers,shipyards,portterminaloperators,classificationsocietiesandcontractorsprovidingutilityservicesintheports. Agreenportutilizesrenewableenergyandhasnetzeroenergybuildings.However,everyportjurisdictionmaynotbeendowedwithrenewableenergysourcessuchassolarirradiationandwindenergy.Additionallytheremaybeconstraintsontheareaavailableforinstallationofsolarpanelsandissuesofintermittencyofrenewableenergy.HenceIndiangreenportsmustlookbeyondphysicallysettingupREfacilitiesinsidetheportareasandcouldbemandatedtobuy‘virtualgreenenergy’intheformof‘RenewableEnergyCertificates’(RECs),asafixedshareofthetotalconsumptionofelectricity.AdditionallyPowerPurchaseAgreements(PPA)mustbemadewithREgeneratorsforacontractedamountofpowerusingtheprovisionsof‘OpenAccess’ofelectricity,whichenablesanyconsumertoprocurepowerfromanyproducerofenergyacrossIndia,irrespectiveoftheplaceofgenerationorconsumption.Thiselectricitycanbethenextendedtotheshipswhiletheyareberthedinaport.ThiswillloweremissionsofSOx,NOxandParticulateMatter(PM)whenshipsareberthedalongsideandwouldimprovetheairqualityinsidetheportwhilebuildingagreenimage. Portadministratorsneedtoinvolvevariousstakeholdersindiscussionandshouldreachnecessaryagreementsregardingtheprovisioningofportservicesbyestablishingthedemandforenergyservicesandbybuildingthenecessary,logisticschainsandinfrastructurefordeliveryoftheseservices.Portdesignandplanningalsoplaysaveryimportantroleinensuringportefficiencyandthereshouldbeoptimaluseofspacebybuildingmultiuserandnetworkedterminals.Transportplanningforsmoothmovementofshipswhenenteringandleavingtheportwillminimizetheturnaroundtimeandwillleadtoimprovementinportproductivitywhileloweringtheenvironmentalimpactwhiletheshipisintheportpremises.Wasteminimizationaswellastreatmentofwater(includingballastwater)istobespeciallyemphasizedandhabitatmanagementneedstobeaddressedsoastocauseminimalimpacttomarineorganisms. Portgovernanceandportmanagementplaysanimportantroleinensuringgreenportsandincentivessuchasreductioninportchargesforenvironmentfriendlyships,asextendedbyotherportsintheworldsuchasRotterdamandHamburgwillgoalongwaytopromotegreenportsinIndia.SanDiego,Singapore,Gothenburg,VancouverandHongKongandexamplesofportswhichareadoptinggreeninitiativesonsimilarlines.
