TheMinistryofLabor(MOL)haslifted theentrybanonforeignmigrantworkersfromThailandstartingDecember30,2021. TheCECCpointedoutthecosttostayatthefacilitiesisNT$2,000pernightperperson,andchildrenunderageof12canstayinthesameroomasoneoftheirparentsfreeofcharge.Moreover,thelocationofthegroupquarantinefacilitywhereanindividualstaysshouldbeassignedbytheCECC. B.TravelersarrivingTaiwanfromcountriesotherthanthesevencountrieswillberequiredtostayinaquarantinehoteloragroupquarantinefacilityattheirownexpensefor14daysafterarrival;theyshallalsoundergoaPCRtestbeforetheendoftheirquarantineperiod. A.  Borderquarantine:alltravelerscomingtoTaiwanandtransitpassengersarerequiredtoprovideacertificateofanegativeCOVID-19RT-PCRtestresultissuedwithinthreedayspriortoboardingtheflighttoTaiwan. StartingfromDecember1,2020,untilFebruary28,2021(localtimeattheplaceofdeparture),travelersarrivingatairportsinTaiwanortransitpassengersatairportsinTaiwan,regardlessofnationality(Taiwanesenationalsorforeignnationals)ortravelpurpose(studies,work,diplomaticorofficialbusiness,orothers)areallrequiredtopresentacertificateofanegativeCOVID-19RT-PCRtestresultissuedwithinthreedays(workingdays)ofboardingbeforetheyareallowedtoboardtheirflighttoTaiwan.AftertravelersarriveinTaiwan,iffollowinginvestigationsfindthattravelershaveprovidedafalseoranincorrecttestresultortheyrefuse,evadeorobstructtherelatedquarantinemeasures,suchtravelersmayfaceafineofbetweenNT$10,000toNT$150,000accordingtoArticles58and69oftheCommunicableDiseaseControlAct.Furthermore,thecriminalliabilityoftheOffensesofForgingInstrumentsorSealsmaybeimposedonsuchtravelersfortheiractofprovidingafalseoranincorrecttestresult. TheCECCstatedthatacertificateofanegativeCOVID-19RT-PCRtestresultmustbeissuedbyamedicalinstitutiondeemedqualifiedbythelocalgovernmentinthetraveler'splaceofdeparture.Inprinciple,suchacertificateshallbewritteninEnglish,Chinese,orbothChineseandEnglish(bilingualversion).Suchacertificateshallincludethefollowinginformation:thenameonthepassportofthetraveler,thedateofbirthorpassportnumberofthetraveler,specimencollectiondateandtestreportdate,thevirusname,testingmethod,andtheresult.Relateddetailsandmeasurestocomplywitharelistedbelow. InsituationswherethetravelerprovidesaFrench-orSpanish-languagecertificate,otherthanChineseorEnglish,ofanegativeCOVID-19testresult,ifthecertificateisintheofficiallanguageoftheplaceofdeparture,andgroundpersonneloftheairlineiscapableofassistingintheinspectionofthecontent,thecertificatemaybeaccepted. Thethree-dayperiodofsuchacertificatemeansthreeworkingdaysandiscountedfromthetestreportdate;therefore,nationalholidaysinthecountry/regionwherethetravelertakestheCOVID-19testmaybeexcluded. Suchacertificate,whetheritistheoriginalcopy,aphotocopy,oranelectronicfile,canbeacceptedaslongasthecontentandnecessaryfieldsonitareclear,identifiableandcorrect. Thetestingmethodofanegativetestresultshouldbeanucleicacidtest(suchasPCR,RT-PCR,NAA,NAT,orothers),amolecularbiologytechniquefortesting;Immunoserologictesting,whichdetectsthepresenceofanyantigens(Ag)orantibodies(IgGorIgM)inblood,doesnotmeettherequirementssetforthinthisprogram. B.  Communityprevention:peoplemustwearmasksineighttypesofpublicvenues,andviolatorswhorefusetocomplyafterbeingadvisedcouldbepenalizedaccordingtolaws. FromDecember1,peoplemustwearmasksinthefollowingeighttypesofpublicvenues:healthcarefacilities,publictransportation,placesofconsumption,learningplaces,sportsandexhibitionvenues,entertainmentvenues,religiousandworshipplaces,officesandbusinessvenues.MembersofthepublicwhodonotwearafacemaskasrequiredandrefusetowearamaskafterbeingadvisedtodosowillbefinednotlessthanNT$3,000andnomorethanNT$15,000accordingtoSubparagraph6,Paragraph1,Article37oftheCommunicableDiseaseControlActbythelocalgovernment.Ifpeopleneedtodineattheabove-mentionedpublicvenues,aslongassocialdistancingismaintainedorpartitionsareinstalledinsidethoselocations,peoplecantakeofftheirmaskstemporarilywhileeating. C.  Medicalresponse:strengthencasereportingandspecimencollectionprocedures,andformulateincentiveindicators.
