AccordingtoChrisRock,theoriginsofSpiralcamefromachancemeetingwiththevicechairmanofLionsgate,MichaelBurns,atafriend'sweddinginBrazil,andhefeltdoingsomethinginthehorrorgenrewouldbeanewavenuetotakeinhiscareer,thoughheplannedtoincludesomecomedicelementsinthefilm.[12]RockapproachedLionsgatewithhisideasofextendingthefranchise,whobecameveryinterestedintheconcept.[13]Lionsgate'sCEOJoeDrakesaidthatRock'sideawas"completelyreverentialtothelegacyofthematerialwhilereinvigoratingthebrandwithhiswit,creativevisionandpassionforthisclassichorrorfranchise".[14]ByJanuary2018,industryrumorshadsaidthatLionsgatehadbegundiscussionsofaninthSawfilm,forwhichtheSpierigBrotherswouldnotbereturning.[15]ThedirectorsconfirmedinaninterviewwithScreenRantthattheirfilmlaidthegroundworkforfuturesequels.[16]ByApril2018,TwistedPictureswasdevelopingasequelwithJigsawwritersJoshStolbergandPeterGoldfinger.[17] FollowingthereleaseofJigsaw,StolbergandGoldfingerhadbeenpitchinganewSawfilmfocusedsolelyonJohnKramer/JigsawratherthanonanyofhisestablishedapprenticestoseriesveteransMarkBurgandOrenKoules,butthenBurgandKoulescalledtheduotoinformthemaboutRock'sideasforanewfilm,withRockcontactingthemshortlyafterwardstodiscusshisconcept.[18]Priortothat,otherwritershadpitchedtheirideasforthenextSawfilmtoLionsgate,butnoneofthemhadsucceeded,whileStolbergandGoldfingerhadcomeupwitheightdifferentversionsforthefilmbeforeRockarrivedandmergedhisideawiththatoftheduo.[19]BurgandKoulesinstructedtheduotocomeupwithapitchforRock.StolbergandGoldfingerdidso,andtheirpitchwasapprovedbybothLionsgateandRock,leadingthemtowritetheirfirstdraft,whichwasgreenlitaweekafterbeingturnedin.RockaidedStolbergandGoldfingerduringthewritingprocess,rewritingthestorywhennecessary.[18] AnearlyiterationofthescripthadRock'scharacterrelatedtoDannyGlover'sDavidTappfromthefirstfilm.StolbergandGoldfingeroptednottogointhisdirectionasit"didn'tpassthesmelltest".[20]InMay2021,BousmancommentedthatdiscussionshavetakenplaceaboutpossiblybringingCostasMandylorbackasMarkHoffmaninafuturefilm.[21]HavingTobinBellappearasJigsawinthefilmwaswidelydiscussedbyBousmanandthecrewuntilthelastdayoffilming,buttheyfeltthatbybringingBellback,thefilmwouldfeelliketheninthinstallmentoftheSawfranchiseratherthanaseparatefilmlikeitwasintendedtobe.AstheJigsawcharacterwaskilledoffinthethirdfilm,BousmanfeltthatpreviousfilmsdidadisservicebyusingflashbackstobringJigsawintothestoryandhedidn'twanttorepeatthesamemistakeinSpiralnortodisrespectBell'siconicperformance.AnideaBousmanconsideredtoincludeBellinSpiralwastohaveBellsingingaJohnnyCashcoverduringtheendingsequence,butdroppedtheideaforfindingittoogimmicky.[22] Spiraldidn'tfeatureTobinBellreprisinghisusualroleasJigsaw,makingitthefirstSawfilmtonotfeatureBell. Despitethediscussionseventakingplaceafterthefirsttestscreeningandthroughpost-production,StolbergstatedinaninterviewwithBloodyDisgustingthatJigsawwasneverincludedinanydraftforthescreenplayofSpiral,astheyfeltthatincludingJigsawwouldalterthe"DNA"ofthestorytheyweretryingtoachieve,notintendingtodiminishthecharacterbutwantingtoplacethefranchiseinanewdirection.Stolbergalsofeltthatduetothefranchise'stimeline,anypossibleconnectionJohnKramercouldhavehadwithWilliamSchenk/TheSpiralKillershouldhavebeenwhenthelatterwasstillachild,takingintoaccounthisportrayer'sage;StolbergandGoldfingerproposedatonepointtohaveanafter-creditssequencewhereKramermetayoungSchenkafterthemurderofthelatter'sfatherandbondedwithhim,possiblygivinghimthepuppethelaterusesastheSpiralKiller,toformanintricaterelationshiplikethosepresentinthefirstsevenfilms,butitwasultimatelydecidedtonotfilmsuchsequencebeforetryingtoincludetheabovementionedJohnnyCashcover,whichBellactuallyrecorded.[18] Asthefilm'skillerisaJigsawcopycatwhodifferentiatesfromtheoriginal,itwasdecidedtoreplaceBillythePuppetwithanewpuppetintheformofMr.Snuggles,asBousmanfeltthatiftheoriginalJigsawwasreplaced,theoriginalpuppetshouldgoandbereplacedwithanewonesothenewkillercan'tbecompared.[10]DeemingBell'svoiceastooiconic,theproductionfearedthatreusingitforMr.Snugglescouldhavecreatedquestionsabouttherelationshipbetweenbothkillers;anearlydraftactuallyfeaturedJigsaw'svoiceonlytothenberevealedadigitallyalteredversionofhisvoiceandthestoryoriginallyhadallthespeechesasactuallybeingpastrecordingsofJigsaw'svoiceusingwordsinadifferentordertoshowthattheSpiralKillerhaddigitallyrearrangedthewordstocreatedifferenttapes.[18]ThefilmmakershadstruggledwithfindinganewvoiceforthekillertoreplaceBell's.Beforesettlingonthecomputersimulatedvoice,Bousmanwentthroughnumerousvoicesofwomen,children,andmen.Thefinalvoiceusedinthefilmwasselectedonlytwodaysbeforefinishingthesoundmix.[23]
