OutlinedbytheGovernor,SenatePresidentproTemporeToniG.AtkinsandAssemblySpeakerAnthonyRendon inJanuary,SB114bytheCommitteeonBudgetandFiscalReviewensuresthatemployeescontinuetohaveaccesstoupto80hoursofCOVID-19supplementalpaidsickleavethroughSeptember30,2022,whichmaybeusedbyemployeeswhohavebeenadvisedtoquarantine,thosecaringforCOVID-impactedfamilymembers,attendingaCOVID-19vaccinationappointment,andmore. Smallbusinessesemploying25orfewerworkersareexemptfromthelegislation,which isretroactivetosickleavetakenbeginningJanuary1,2022. “Paidsickleaveiskeytoensuringworkersdon’thavetomaketheimpossiblechoicebetweengoingtoworksickorlosingwagesneededtopayrentandkeepfoodonthetable,”saidArtPulaski,ExecutiveSecretary-TreasureroftheCaliforniaLaborFederation.“BysigningCOVIDpaidsickleaveintolawtoday, Gov.Newsomprovidedcriticalprotectiontofrontlineworkersandfamiliesacrossthestate,andunderscoredCalifornia’scommitmenttotheessentialworkersthathavegivensomuchtohelpourcommunitiesweatherthisdevastatingpandemic.” Buildingonlastyear’srobustsupportforsmallbusinessesimpactedbythepandemic—including $6.2billionin taxrelief forsmallbusinessesthatreceivedPaycheckProtectionProgramloans— GovernorNewsomtodaysignedSB113bytheCommitteeonBudgetandFiscalReviewtoprovidean additional$6.1billionin taxrelief,taxcreditsanddirectgrantstothehardesthitbusinesses.SB113includesprovisionsthat: Provideanearly$500milliontaxcutfor restaurantsandvenues: Byconformingstatetaxpolicyforthefederal Restaurant Revitalization Fund andfederalShutteredVenueOperatorsgrantprograms,grantsreceivedbysuchbusinesseswillnotbeconsideredtaxablebythestate–translatingintoataxcuttotalingnearly$500millionoverthecomingyears. Restore$5.5billionintaxcreditsanddeductionsforCaliforniabusinesses:Byrestoringbusinesstaxcredits,includingfor researchanddevelopmentand thenetoperatinglossdeductionforbusinessesoneyearearly,thenear-termbenefit forsuchbusinessesisestimatedtoreach$5.5billion. Invest$150millioninCOVID-19reliefgrantsforCalifornia’ssmallbusinesses: SB113investsanadditional$150millioninCalifornia’sSmallBusinessCOVID-19ReliefGrantProgramto fundapplicantsonthewaitlist–theprogramhasprovidedgrantsofupto$25,000forsmallbusinessesimpactedbythepandemic. “Thisbusinessreliefpackageofmorethan$6billionwillhelptooffsetlossesemployershaveincurred,helpcreategoodpayingjobs,andwillspeedupoureconomicrecoveryfromthepandemic,”said Jennifer Barrera,CEOoftheCaliforniaChamberofCommerce.“Whilewehavemoreworktodo,thissendstherightmessagethatCaliforniaisinvestinginthesuccessofourbusinesscommunity.” “Paidsickleaveisalifeordeathissueforgroceryworkerslikemeandthecustomersinourstores,”saidSamanthaWebster,agrocerystoreworkeratSafewayinHerculesandamemberoftheUnitedFoodandCommercialWorkersLocal5.“I’mproudofthewaygroceryworkerscametogethertodemandthisimportantpublichealthmeasure.HavingaccesstosupplementalpaidsickleavewillnowletmestayhomeifIneedtoandnothavetoworryaboutgettingmycustomersandcoworkerssick.” Fromthebeginningofthepandemic,theAdministrationhastakenactiontoprotectandsupportCalifornia’sworkforce,includingexpandingaccesstojob-protected PaidFamilyLeave and workers’compensation; moreresources forcritical childsupportservices foressentialemployeesandvulnerablepopulations; additionalweeklyunemploymentbenefits;buildingapipelineofpersonalprotectiveequipmenttohelpworkersstaysafeonthejob;andsupportforemployeesto isolateandquarantine outsidetheirhome,amongothermeasures. “I’mgratefultotheGovernorandourleadersintheLegislaturefortakingthisurgentactiontosupportteacherslikemewiththepaidsickleaveweneedtokeepourselves,ourfamiliesandcolleaguessafewhileprovidingasafelearningenvironmentforstudents,”saidJohannaGarciaNormart,ateacheratEdenGardensElementaryinHayward.“Thisextensionwillhelpourschoolscontinuetomeettheunprecedentedpandemicchallengeswefaceeveryday.” “PaidCOVIDsickleavereallymattersforallworkers,andespeciallyforhealthcareworkers,whoneeditinordertoprovidequalitysafeservicestoourpatientsandcommunities,andinordertotakecareofourselvesandfamilies,too,”saidMayraCastaneda,ahealthcaretechnologistandmemberofSEIUUHW.
