By JaniceLim @janicelimtoday By JaniceLim PublishedOctober21,2021 UpdatedOctober21,2021 Bookmark Bookmark Share WhatsApp Telegram Facebook Twitter Email LinkedIn TheCovid-19pandemichasdisruptedtheglobalsupplychainandcausedcongestioninshippingroutes TheportofSingaporeistryingtoeasethecongestionbyproviding‘one-stop’or‘catch-up’servicesforvesselscallinghere This,however,hasledtolongerwaitingtimesandmorecontainersbeingstackedintheport’syard SINGAPORE—TheportofSingaporeishelpingtoeaseglobalbottlenecksfacedbyshippinglinesbyallowingthemtonotonlyloadandunloadtheircargohere,butalsobyofferingother“one-stop”or“catch-up”servicesincludingrefuellingandcrewchanges.This,however,hasledtoadditionalcoststotheport,andwillcausesomehold-upsforshipscallinghere,saidSeniorMinisterofStateforTransportCheeHongTattothemediaonWednesday(Oct20).“Theboxesnowstayinouryardmuchlongerthanbeforetheywerebroughtbacktotheirintendeddestination,andalsolong-dwellingboxesinouryardthenputadditionalpressureonouryardoperations,”hesaid.“AndasmoreshipscometoSingaporetomakeuseoftheone-stopserviceandthecatch-upservice,itdoesalsoaddontothequeuesandthewaitingtimes.’’Despitetheadditionalcosts,MrCheesaidthatportauthoritieshavemadethis“consciousmovebasedonlongertermstrategicconsiderations”.“ByopeningupSingaporetobeacatch-upport,andtoofferthisone-stopservice,itwillhelpshippinglinesandtheircustomersglobally.Thatmeans,ifyouthinkaboutit,atagloballevel,fromendtoend,thisservicetotheshippinglinesandtothecustomerswillhelptoreducetheextentofthedelays,”hesaid.“Sobyoptimisingtheglobaloutcome,weareincurringsomeaddedstressonourportoperations,”hesaid.Sincelastyear,globalsupplychainshavebeendisruptedduetotheCovid-19pandemic.Forexample,theYantianportinChinawasshutinMayduetoacoronavirusoutbreak,AnotherfactorwasablockageintheSuezCanalinAprilthisyearwhenagiantcontainership,theEverGiven,becamelodgedsidewaysacrossthevitalshippinglane.Thelevelofglobalvesselschedulereliabilityhasfallenfromanaverageof75percentintheyearsbetween2018and2020,toabout35to40percentthisyear.Vesselsarenowusuallydelayedonanaverageof7.5days.ThismeansthatvesselshavebeenarrivingoffscheduleattheportofSingapore,leadingtovesselbunching.Amidthesedisruptions,MrCheesaidthattheportofSingaporehasbecomethego-toportforshippinglinestocatchuponlosttime,andalsotountanglesomeoftheiroperationalchallenges.Whileherecognisedthatthecongestioninglobalsupplychainsisacomplexproblemandthattheservicesrenderedattheportherewouldnottotallyremovethebottlenecks,MrCheesaidthatSingaporeshouldplayitsroleasaglobalhubportandhelpmitigateandreducetheproblemsthatshippinglinesandtheircustomersarefacing.“Whenthereisheavyrain,whenthereisathunderstorm,wecan'tstoptherain,wecan'tstopthethunderstorm.Butwhatwecandoisofferourfriendsandourpartnerssomeshelter,maybeacupofhotchocolate.Sothatwouldmakethingsabitbetter,hopefullythatwillallowthemtocontinuetheirjourney,”saidMrChee.Todealwiththelongerwaitingtimesarisingfromthis,MrCheesaidportoperatorPSAhasreopenedeightberthsatKeppelterminaland18,000groundslotsforabout65,000shippingcontainers.Morethan2,500Singaporeanshavealsobeenrecruitedsincelatelastyear.SinceSeptemberlastyear,PSAhasalsostartedusingtheyardspaceatTuasport,eventhoughitisnotfullyoperationalyet,whichhasalsoextendedtheyardcapacityby2,000containers.Besidesrampingupcapacityofitsportandyardoperations,MrCheesaidthatPSAhasalsoworkedwithshippinglinesbyexpeditingtheinflowofsomecargothatistime-sensitive.TheseeffortshaveallowedthecontainerthroughputinSingaporetogrow3.4percentinthefirstninemonthsofthisyear,comparedtothesameperiodin2020,andby2.4percentcomparedto2019,headded.
