Skiptomaincontent SearchinCOAsite Home Data AnnualReports COAAnnualReport 2014 EstablishmentoftheAgriculturalTechnologyResearchInstitute Print ErrorReport ::: EstablishmentoftheAgriculturalTechnologyResearchInstitute 　　TheCOAestablishedtheAgriculturalTechnologyResearchInstitute(ATRI)onJanuary1,2014,astheinstitutionspecificallyresponsibleforapplication,commercialization,andindustrializationoftheresultsofinnovativeR&Dintheagriculturalsector.ATRI’smissionsare(a)toprovidefarmers,farmers'groups,andagro-businesseswithagro-technology,commercializationandindustrializationservices;(b)tofacilitatethedevelopmentofinnovativeagriculturalenterprises, and(c)promotetheinternationalizationofTaiwan'sagriculturalsector.Basedonoverallneedforservices,ATRIhascreatedthreeresearchcenters(forplants,marineproducts,andanimalsrespectively)aswellasanindustrialdevelopmentcenterandadministrativedepartment. 　　ThedutiesofATRIaretoapplytheR&Dresultsofresearchinstitutions,andcooperatewithresearchinstitutionstoenhancethevalueoftheresearchresults.Thisincludesdevelopmentandapplicationofmassproductiontechniques,establishmentofstandardsandspecifications,feasibilityevaluationsandanalysis,aswellasprotectionanddeploymentofintellectualpropertyrights.Branding,design,andmarketingservicesarealsoprovidedtoassistbusinessesto(a)adoptandtransformavailabletechnologiesintocommercialproducts,(b)markettheseproductstoanindustrialleveland(c)attainglobalcompetitiveness.ATRI'stargetistosuccessfullyachievetheagro-technologypolicygoalsthathavebeenformulatedas:"Buildagro-technology-basedindustriesthatwillbecomeaninnovativeanddrivingeconomicforceforTaiwan,willcreateopportunitiesforcooperationbetweenenterprisesandfarmers,andwillbenefitallcitizens." 　　Foraprogramrunningfrom2014to2017,atotalof10agro-technologyindustrieswithpotentialforglobalcompetitivenesshavebeenselectedforparticularattention.Theyhavebeenselectedbasedon(i)theglobalmarket,(ii)industrialdemand,and(iii)thenichemarketsforTaiwan'sagriculture.WithATRIservingastheplanningandoperationalplatform,wewillpromotevalue-addeduseandglobaldeploymentoftheresultsofagro-technologyR&D. 　　In2014,weselectedsixsuchindustries,includinganimalvaccines,animalfeedadditives,biologicalpesticides,pilot-scalegrouperfarms,testingandinspectiontechnology,andornamentalfishandperipheralproducts.Wewilluseamodelcalled"industryraisesproblems,researchbyexpertsandacademicssolvesproblems,"tointegratethecapabilitiesofindustry,academia,andresearchers. 　　Throughtheuseofeightdistinctstrategies,wewillstrengthenindustrialcompetitiveness,driveprofit-makingopportunitiesinthemarket,andpromotethedevelopmentofindustriesbasedonagro-technology.Theseeightstrategiesare:(a)strategicanalysisofindustrialdevelopment,(b)agriculturalbusinessincubationandintegration,(c)industrializationandapplicationofdecisiveagro-technologies,(d)industrialvalue-addedstrategies,(e)strategiesfordeploymentofintellectualpropertyrights,(f)commissioningofresearchservicesforreceivingordersfromaroundtheglobe,(g)guidanceofagro-technologyindustries,and(h)marketing(includingtrainingofhumanresourcesforinternationalmarketing). 　　Meanwhile,jointventureguidanceandincubationserviceshavebeenestablishedtogetherwithplanstoattractinvestmentoftechnologyandcapitalfromenterprisestoparticipateintoagro-technologycommerce.Itisexpectedthatabovementionedmeasureswillexpandoperationalscaleandelevatestandardofagro-technologyindustrytoalevelequivalenttothatofadvancedcountries.Byreachinginternationalmarketstandards,Taiwan'sagro-technologyproductswillbeabletoaccesstheglobalmarket. 　　ATRIwillpromoteintellectualcooperationandresources-sharingbetweenresearchinstitutionsanddistrictextensionstationsandexerteffortstocommercializetheirR&Dresultsandtoformrelatedindustries.Inaddition,ATRIwilldedicateeffortstopromotinginter-disciplinaryR&Dandvalue-addedcommercewithjointventuresintheindustrial,medical/pharmaceutical,informationtechnologyandcultural/creativesectors.Thesedealswillincreaseaddedvalueintheruraleconomyanddriveagriculturetowardsnewdirectionsofdevelopment.
