WeperiodicallyupdateourTermsofServicetomakesuretheyareclear,easytounderstandandmeettheneedsofourpartners,advertisersandviewers.Startingtoday,we’rerollingoutanupdatedTermsofServiceintheUnitedStates.ThesenewtermswillbeeffectiveincountriesoutsideoftheUnitedStatesinmid-year2021.Pleasereadthroughtheupdatedtermscarefully,theyincludethefollowingchanges.First,ourTermsofServicealreadyexpresslystatethatyouarenotallowedto“collectorharvestanyinformationthatmightidentifyaperson(forexample,usernames),unlesspermittedbythatperson.”Thishasalwaysincludedfacialrecognitiondata,andwithtoday’supdatedTermsofService,wearemakingthatexplicitlyclear.Second,adscannowappearonvideosfromchannelsnotintheYouTubePartnerProgram(YPP),andwewillbegingraduallyplacingadsonbrandsafevideos.Thisispartofourongoinginvestmentsinnewsolutions,likeHomeFeedads,thathelpadvertisersresponsiblytapintothefullscaleofYouTubetoconnectwiththeiraudiencesandgrowtheirbusinesses.Advertiserswillcontinuetohavefullaccesstoourbrandsuitabilitycontrols.Overthepastthreeyears,weimprovedourabilitytoidentifyappropriateplacementsforadvertisers,inpartbyworkingcloselywithouradvertisingpartnersandindustryorganizations.BecausethesechannelsarenotinYPP,thereisnocreatorrevenueshare,butcreatorscanstillapplytoYPPoncetheyhittheeligibilitycriteria,whichremainsthesame.Finally,forU.S.creatorsinYPP,ourupdatedTermsstatethatanyrevenuepaymentsfromYouTubewillnowbetreatedasroyaltiesfromaU.S.taxperspective,andthatGooglewillwithholdtaxesfromthesepaymentsifitisrequiredbylaw.U.S.creatorswillgenerallybeunaffectedbythesewithholdingtaxesaslongastheyprovidevalidtaxdocumentationinAdsense.ForcreatorsoutsideoftheU.S.,wewillprovidemoredetailsin2021asthetermsbecomeavailableintheircountries.YoucanviewthepreviousTermsofServiceandhowitcompareswiththisupdateinourhelpforum.
